到2010年,我国所有城镇居民将全 部享有基本医疗保障,而呼声颇高的全 民医保问题,也已经成为医保改革的远 期目标。医疗保险改革将按照先城镇后 农村、先经济发达地区后经济落后地区、 先正规就业人群后非正规就业人群,再 次非就业人群的梯次方式推进(据9月7 日《第一财经日报》)。 一个不争的实事是:上述人群后者 的收入总体低于前者。就医能力与收入 水平有直接的关联,收入更低的人群要 享有基本医疗保障,反而成了“远期目 标”,这种整个儿颠倒的“梯次方式推 进”,让我实在看不懂。强势人群比弱势 人群,难道更迫切需要基本医疗保障? 我当然注意到报道中的这句话:“目

An indisputable fact is: the above-mentioned population of the latter’s overall income is lower than the former. Directly related to medical skills and income levels, people with lower incomes have to enjoy basic medical protection. Instead, they have become “long-term goals.” This entirely upside down “step-by-step approach” really makes me unable to understand. Is there a pressing need for basic medical coverage for the stronger than for the disadvantaged? Of course I noticed the phrase in the report:
