今年10月1日开始施行的《浙江省物业管理条例》第四十一条规定:业主、非业主使用人应当按照房地产权证书栽明的用途或者规划行政主管部门批准的设计用途使用物业,不得改变物业使用性质。此《条例》的施行意味着浙江省“住宅禁商”将有法可依,住宅居民可以据此制止或者投诉在一个住宅楼内办公的公司。“住宅禁商”对于一些实力还不是很强、无力承担市中心写字楼高成本的中小企业来说,无疑是一道很难逾越的“坎”,很多公司因此另寻办公场地,一些眼光独到的公司就到杭州的城市边缘寻找写字楼,从而使一种新型的商务形态——商务花园受到了追捧。
