我国自创办电大以来,一直致力于提高质量、办出特色,建立一种科学的远距离教育质量保证体系。然而,作为教育质量保证体系的一个子系统——教育评估,却往往被忽视。最近《中国电大教育》刊文指出,“各级教育行政部门和各级广播电视大学还没有把教育评估工作纳入规范化、制度化”,不能“有计划、有步骤地定期开展评估工作”。这种状况说明,我们对教育评估在认识上还亟待进一步提高。对此,笔者愿将某些粗浅之见提出来与大家交流。一、教育评估的内涵
