量刑是指审判机关在查明犯罪事实、认定犯罪性质的基础上,依法对犯罪人裁量刑罚的审判活动。量刑程序的规范化是指量刑过程的公开与透明化,使控辩双方及其他诉讼参与人行使刑事诉讼法赋予的各项权利。进一步完善电脑辅助量刑方法,将判例作为电脑量刑的依据之一,与此同时,构建我国的检察官量刑建议制度。
