水土资源是人类赖以生存的根本,由于人们没有充分认识到山丘岗区的生态规律和经济规律,对长期赖以生存栖息的土地进行掠夺性开发,导致森林破坏,土壤沙化、漠化,水土流失严重,生态环境恶化,直接造成各流域洪涝灾害,严重影响了沿江河两岸城市、农村的防洪安全,给国家和人民的生命财产造成莫大损失。为此,要做好今后防洪除涝工作,就必须搞好流域源头的水土保持。
