This article describes the basic framework for intercultural dialogue on human rights. Human rights should be universal, but people must have different understandings and different interpretations of human rights. The challenge of universal human rights may stem from the fear of radical individualism, secular fundamentalism and radical politics. In order to recognize the universality of the concept of human rights, it is also necessary to recognize the gap between theory and practice in the process of realizing rights and the various rights are also selectively realized. Dogmatic and intransigent ideological positions have hindered human rights dialogue and cross-cultural exchanges.
