(一)关于“科学技术是第一生产力”问题早在1975年,邓小平同志主持中央日常工作时,就肯定了《中国科学院工作汇报提纲》初稿上提出的“科学技术是生产力”这个观点。1978年,在全国科学大会上,邓小平同志重申并展开论述了这一问题。10年后即1988年,他又进一步提出,“科学技术是第一生产力”。对这一提法,许多学者从不同的角度进行了深入的研究。有的回顾马克思恩格斯关于科学技术的论述,指出这一重要论断既符合马克思主义的基本原理,又是对二十世纪科学技术飞速发展,对科技在经济和社会发展中产生决定性影响的客观现实
(I) On the Issue of “Science and Technology Are the Primary Productive Forces” As early as 1975, when Comrade Deng Xiaoping presided over the routine work of the Central Government, he affirmed the view that “science and technology are productive forces” put forward in the first draft of the Work Report of the Chinese Academy of Sciences. In 1978, at the National Science Conference, Comrade Deng Xiaoping reiterated and discussed this issue. Ten years later, in 1988, he further proposed that “science and technology are the primary productive forces.” Many scholars have conducted in-depth studies from different perspectives on this formulation. Some reviews Marx and Engels's treatise on science and technology and points out that this important thesis not only conforms to the basic principles of Marxism but also reflects the objective reality of the rapid development of science and technology in the twentieth century and its decisive influence on the economic and social development of science and technology
