Chapter I General Provisions Article 1 Electrification is an inevitable stage of the development of human society. China’s rural population accounts for 80%. In the small hydropower areas, 100 counties with relatively good conditions for conducting pilot rural electrification will speed up the construction of Chinese-style rural electrification and have a far-reaching impact on promoting the “four modernizations” and the two civilizations . The purpose of these Regulations is to make the pilot counties have a clearer goal in the construction and to promote a more healthy development of the pilot work.
