近年来,中国的各级开发区,尤其是省级以下开发区的混乱,已成为不争的事实。从全国看,开发区数量多如牛毛,规划面积十分巨大。据国土资源部的最新统计,在2003年底开发区整顿之前,全国共有各级各类开发区6015个,平均每个省(自治区、直辖市)有近200家,其中仅浙江一省就有各类园区和开发区800余个。一些省会城市或稍大一些的城市,其开发区数量常常多达五六个。而在这6015家开发区中,经国务院批准的仅占6%;省级批准的占26.6%;其他(均为省级以下开发区)占67.4%。为了充分发挥媒体的公信力及舆论监督作用,更好配合本次开发区整顿的开展,华东科技杂志社针对华东地区的所有园区举办了此次“华东地区最具竞争力园区调查”活动,活动主要针对本次开发区整顿后未被撤消的园区,历时11个月,发放问卷1800份,经过取证核实,回收有效问卷1273份。在经过大量的资料统计汇总后,我们决定将调查结果公布,并于本次专刊中向大家推荐一批各具特色的“华东地区最具竞争力园区”。
In recent years, the chaos in China’s development zones at all levels, especially in the development zones below the provincial level, has become an indisputable fact. From the perspective of the whole country, the number of development zones is huge and its planning area is huge. According to the latest statistics from the Ministry of Land and Resources, before the development zone was rectified by the end of 2003, there were 6,015 development zones of various kinds at all levels in the country with an average of nearly 200 in each province (autonomous region and municipality directly under the Central Government) More than 800 parks and development zones. In order to give full play to the credibility of the media and the role of media supervision and to better coordinate the development of the rectification and development zone, East China Science and Technology Magazine organized the “Most Competitive Parks Investigation in East China” for all the parks in East China.
