“以人为本”作为科学发展观的核心理念和实践原则,指导志愿服务事业,既要求志愿组织在开展志愿服务时要体现“以人为本”的原则,又要求志愿组织在建设和管理中必须坚持体现“以人为本”。在志愿组织建设中解读“以人为本”的理念,把“以人为本”作为志愿组织建设的价值目标并不断创新,是值得深入探讨的重大现实课题。
