在今年的“两会”上,温家宝总理提出将开工建设1000万套保障性住房,以解决低收入群体的居住问题。一时间,保障性住房成为各方关注的焦点。在国外,保障性住房也是政府解决低收入者住房问题的重要手段,只是运作模式各不相同,但较为普遍的做法是政府补贴与市场运作相结合、租房与购房相结合,并非人人都要拥有房子的所有权。
