In the world’s new scientific and technological revolution, it is of great significance to correctly select key development areas for science and technology. In this work, the machinery industry started very early, but no consensus was reached. Therefore, I would like to put forward some opinions on this issue for discussion. I. Historical review Since the establishment of the technical policy for the machinery industry in 1983, the scientific and technical workers in the machinery industry have conducted continuous discussions on this issue, and some research results have been incorporated into the relevant national and ministerial documents.
