云南丰富的水能资源开发应遵循以市场为导向的原则 ,在国家西部大开发战略中 ,开发水电应既能适应电力市场发展需求 ,又使电力市场的发展能体现水电建设的特点和优势 ,文章通过培育电力市场的探讨 ,提出为水电开发创造一个良好的外部环境 ,使云南这一独具特色的资源优势尽快转变为产业优势 ,其中又重点探讨国家应给予水力发电这一绿色能源开发的政策和措施 ,支持水能这一可再生资源的优先开发 ,提高水电项目在电力市场的竞争力
The development of abundant hydropower resources in Yunnan should follow the principle of market-oriented development. In the national strategy for western development, hydropower development should be able to adapt to the development needs of the electricity market, and to enable the development of the electricity market to reflect the characteristics and advantages of hydropower construction. The article explores the development of the electricity market, and proposes to create a good external environment for hydropower development so that this unique resource advantage of Yunnan can be quickly transformed into an industrial advantage. It also focuses on the issue that the country should give hydropower as a green energy development. Policies and measures to support the priority development of hydropower, a renewable resource, and increase the competitiveness of hydropower projects in the electricity market
