目前,县(市)级政府采购范围狭窄、项目单一、采购标的较小,难以形成规模效应,不能最大限度地降低采购成本;供应商也因为无利可图,参与的积极性不高,有时甚至出现没人投标的现象。而政府采购中心也对各部门各单位拟实施采购的项目、数量、质量、技术规格等心中无数,工作缺乏计划性,疲于应付,导致事倍功半,工作进展缓慢。扩大规模已成为县级政府采购工作的重点。笔者认为,县(市)级政府采购中心应正视自己所处的环境,积极探索能够扩大县(市)政府采
