人力资源是企业的第一要素。人力资源的科学、合理使用直接影响企业的发展和竞争力。近年来,供电企业不断优化劳动组织形式和人力资源配置标准,大力推动科学、合理地按定员组织生产,控制用工总量,挖潜内部人力资源,优化人员结构,以促进劳动生产率和经济效益的不断提高,使企业用人水平逐步接近或达到国际先进水平。本文笔者首先浅析了本企业目前人力资源存在的问题,然后对用工总量“零增长”控制的基础上,如何盘活和挖潜人力资源的思考作了详细的探讨。
Human resources is the first element of the enterprise. The scientific and rational use of human resources directly affects the development and competitiveness of enterprises. In this paper, the author first analyzes the current human resources problems of the enterprise, and then discusses in detail how to revitalize and tap the human resources on the basis of the total employment “zero growth” control.
