这几年来,在高等院校中常常出现这样的情况:有的院校充满着生机与活力,工作不断创新;有的院校缺乏生机与活力,工作一般化;有的院校死气沉沉,工作遇到难以前进的阻力和困难。

这几年来,在高等院校中常常出现这样的情况:有的院校充满着生机与活力,工作不断创新;有的院校缺乏生机与活力,工作一般化;有的院校死气沉沉,工作遇到难以前进的阻力和困难。就是在某一个院(校)内部,往往工作发展也很不平衡,有的部门好,有的部门中等,有的部门较差。究其原因,固然是多方面的。但笔者以为,其中重要的一条,就是和领导者的影响力与被领导者的向心力问题有着十分密切的关系。这个问题的实质,说到底就是一个干群关系问题。本文试图就这个问题略陈管见,以期与关心这个问题的同志共同探讨。
