标准是质量的依据,是协调社会经济活动、规范市场秩序的重要手段。国际标准和国外的一些先进标准更是世界各国协调的产物,反映了国际上目前已经普遍达到的较为先进的科学技术和生产水平,是架通国际技术合作的桥梁,确保国际贸易公平的准则,为此采用国际标准和国外先进标准是我国一项重大的技术经济政策,又是促进技术进步,提高产品质量,扩大对外开放,加速与国际惯例接轨,发展社会主义市场经济的重要举措。
Standards are the basis of quality and are an important means of coordinating social and economic activities and regulating market order. International standards and foreign advanced standards are products of coordination among countries in the world. They reflect the relatively advanced science and technology and production levels that have generally been achieved internationally. They are the bridges that bridge international technical cooperation and ensure the fairness of international trade. Adopting international standards and advanced foreign standards for this purpose is a major technical and economic policy in China. It is also an important measure to promote technological progress, improve product quality, expand opening to the outside world, accelerate convergence with international practices, and develop a socialist market economy.
