江苏的徐老先生患有脑血栓,退休后到北京的儿子家住。可是,没住两个月,就叫了两次120抢救,费用都是自己掏的,因为外地的医保在北京不通用。老徐想把医保关系转到北京,当地的医保部门说没政策。于是,为了不拖累儿子,老徐最终不得不回了江苏老家。据《中国老龄事业的发展》白皮书统计,2005年,我国60岁以上人口达到1.44亿,全国参加医保的退休老人3761万。他们都遇到了类似老徐的尴尬。很多人本想和外地的儿女一起生活,但由于异地医保不互通的障碍,被迫独守“空巢”。
