一、用好政策,深化改革。 从中央到地方都下发了一系列加强农村卫生工作,进一步深化卫生改革的文件,有的还没有用好,有的还没有认真落实。我们要利用好深化卫生改革的一些政策,把职工积极性调动起来,把乡镇卫生院建设好。目前重点要抓好以下几项工作:一是要组织卫生院职工学好上级卫生改革的方针政策,解放思想换脑筋,破除公有制计划经济旱涝保收的分配观念,树立卫生院要在市场经济竞争中创效益的观念;破除用工制度终身制的观念,树立与卫生院共担风险的观念,破除等“皇粮”、靠“输血”的观念,树立自立更生,重视科技兴院的观念。二是要搞好分配制度
