对蒋介石来说,开发西部不仅仅是一项建设国家的经济规划,还与收服各路军阀、建设国防的战略相关。1999年9月,中共十五届四中全会通过的《中共中央关于国有企业改革和发展若干重大问题的决定》明确提出:国家要实施西部大开发战略。差不多一个甲子年之后,昔日国民政府西部开发的老话题,又被重新提上了国家的议事日程。老西部、新西部人无不浮想联翩。
