本文认为,我国乡镇企业已出现明显的社区依附特征,从而存着极大的危险性,弄得不好,就有可能发生旧体制复归,重蹈国有企业的覆辙,导致整个乡镇企业经济效益的下降。为此,作者阐明了产权关系对乡镇企业深层次发展的重要意义,分析了乡镇企业亲以模糊所表现出的种种弊端,揭示了乡镇企业的社区依附特征及相关联的意义与成困,提出了实现乡镇企业产权关系明晰化的制度建设途径。
