现代远程教育已经成为世界高等教育发展的一种强有力的趋势。广播电视大学在众多林立的高等学校中，以其系统、远程、开放的优势，发挥着其他学校不可替代的作用。电大系统要在“人才培养模式改革和开放教育试点”中进一步明确发展方向，确立教育模式，完善规范管理，提高教学质量，使电大系统成为我国构建终身教育体系和建设学习型社会的目标中一支重要的力量，成为为当地社会经济建设培养人才的重要基地。为此，找准定位，发挥优势，办出特色，提高质量，赢得信誉是广播电视大学系统在新时期、新形势下的一种必然选择。 加强电大系统建设，保护遍布全国的教学网络优势，是电大系统今后发展的根本所在。我们必须从实际出发，发挥三级办学的积极性，办出既严格，又灵活；既统一，又分责，充满生机活力的电大系统。 广播电视大学网络化、系统化的办学形式，决定了其在学习型社会建设中约特殊作用。在高等教育进入大众化、普及化的时期，更需要一种方便、快捷的学习条件来满足求学者的需求。而广播电视大学系统的再开发、再建设、再发展是时代赋于电大系统的机遇。
