【正】经济体制改革以来,我国有计划的商品经济得到了迅速发展。但随之也出现了新的矛盾:财政(除1985年外)年年有赤字;社会总需求过旺;财政状况十分困难。财政平衡与否无疑对社会总需求和社会总供给的平衡产生重要影响,因而实行财政平衡政策,以保证经济持续、稳定、协调地发展就显得更加重要了。那么,在有计划商品经济条件下,如何看待财政平衡?采取什么样的平衡方式才能更有效地控制需求过旺?
