在国有企业不断深化改革中,农垦系统企业所处的社会环境、经营环境发生很大变化,职工队伍结构也呈现出新变化新特点,用工难,职工劳动条件相对较差,工薪待遇增幅缓慢,职工思想观念多元多样多变趋势明显。与新形势新任务的要求相比,农垦企业思想政治工作还存在许多薄弱环节,如工作覆盖不到位、工作体制机制不顺、工作方式方法简单、阵地设施建设不足、经费保障不力、政工队伍素质有待提高等。这就迫切要求我们要从维护企业改革发展稳定大局的高度,充分认识加强和改进新形势下农垦企业思想政治工作的必要性
