我国的经济建设离不开政府投资的贡献,目前政府投资在社会总投资中占有很大的比重,其总额随着我国社会经济的不断发展而不断增长。但当前我国政府投资的监管体系尚未健全,还存在监管主体不健全、监管法律不完整、监管方式不合理、监管人员不专业、监管责任追究制度不成熟等问题。通过从我国古代监察制度的角度出发,根据我国古代监察制度的发展趋势所带来的启示,提出了拓展政府投资监管主体的监管范围、完善政府投资监管的相关法律制度、实现政府投资监管方式的多样化、建立严格的政府投资监管人员的任授制度、建立独立监管主体等解决我国政府投资监管问题的具体建议。
China’s economic construction can not be separated from the contribution of government investment. At present, government investment accounts for a large proportion of total social investment, and its total amount continuously increases with the continuous development of our country’s social economy. However, at present, the regulatory system of government investment in our country is not yet perfect. There are still some problems such as imperfect supervisory body, incomplete supervision law, unreasonable supervision mode, unregulated supervision staff and immature regulatory accountability system. According to the enlightenment brought by the development trend of the ancient supervisory system in our country, from the perspective of the ancient supervisory system of our country, this paper puts forward some suggestions to develop the regulatory scope of the government investment supervising subject, improve the relevant legal system of government investment supervising, Diversification, the establishment of a strict government investment supervisor appointment system, the establishment of an independent regulatory body to solve our government investment regulation issues specific recommendations.
