获得安全饮水是人类的基本需求和基本人权。21世纪初叶为广大农村群众和乡镇居民提供安全、方便的饮水,保障乡镇企业生产用水,是社会发展的必然要求,是促进农村现代化建设的重要内容之一,是实施小城镇战略的需要,有利于促进农村社会经济发展、提高农村人口素质、稳定农村社会秩序。现在分析全国农村饮水及乡镇供水发展现状基础上,依据21世纪初期农村饮水及乡镇供水面临的形势与任务,提出了农村饮水及乡镇供水发展的总体思路、战略目标、重点布局和战略措施。

Now based on the analysis of the status quo of rural drinking water supply and water supply in rural areas throughout the country, based on the situation and tasks faced by rural drinking water supply and township water supply in the early 21st century, the general ideas, strategic objectives, key layouts and strategic measures for rural drinking water supply and township water supply development are put forward.
