在2007年4月下旬召开的贵州省第十次党代会上,省委书记石宗源代表省委作报告时充满喜悦地宣布:“过去的五年是我省经济发展最快、效益最好的时期之一。全省生产总值从1133亿元增加到2267亿元,财政总收入从176.9亿元增加到448.7亿元,规模以上工业企业实现利润总额从18.6亿元增加到110.9亿元,年均分别增长10.7%、20.5%和42.9%,三次产业结构从24.2:38.3:37.5调整为17.3:43.3:39.4,经济发展呈现出速度较快、效益较好、运行质量较高的良好状态。”“‘两烟一酒’支柱产业和原材料工业实力增强,能源工业成为重要的支柱产业,民族制药、特色食品等产业活力增强,航天航空、电子信息等高新技术产业发展加快……”2007年上半年,贵州工业再传喜讯。权威统计数据显示,上半年,省工业生产实现平稳较快增长,支柱产业贡献突出,工业经济运行质量进一步向好。规模以上工业完成增加值384.79亿元,比上年同期增长17.0%。重工业继续成为工业增长的重要支撑,特别是黑色和有色冶金行业受市场需求趋旺和产品价格普遍提升的影响快速增长,对工业经济增长的带动作用突出,重工业完成增加值267.74亿元,比上年同期增长17.8%,高于轻工业增幅2.6个百分点。在主要工业行业中,电力、有色冶金、饮料、烟草和黑色冶金五大行业成为推动工业增长的主要力量,合计对工业增长的贡献率达71.4%。在主要工业产品中,发电量、工业硅、铁合金、钢材和10种有色金属、硫酸等产品均实现20%以上的快速增长。全省第二产业比上年同期增长13.9%,拉动经济增长5.8个百分点。数字的背后潜藏了一个什么样的背景?有着怎样的现实?或者,一个直接的问题,是谁在领跑贵州工业发展?
