我国的环境保护工作,自1973的8月召开全国第一次环境保护会议以来,已经历了整整20个年头。这20年中,港务监督作为主管防止船舶污染损害环境保护工作的主管机关,认真贯彻国家环境保护方针、政策和有关船舶防污法律、法规,严格加强船舶排污的监督和调查处理,以及港区水域的监视,积极行使防污执法监督管理职权,取得了很大成绩。已形成较为完整的船舶防污管理法律、法规体系,管理工作体制日趋完善,管理手段不断增强,防污执法工作得以深化,监督管理工作稳步发展。
Our country’s environmental protection work has enjoyed a full 20 years since the first environmental protection conference was held in August 1973 in China. In these 20 years, the harbor superintendency administration, as the competent authority in charge of preventing the pollution of ships from damaging the environment, conscientiously implemented the guidelines and policies of the State environmental protection and the anti-fouling laws and regulations of the ships and strictly supervised and investigated the sewage disposal of the ships. Water monitoring, and actively exercise anti-pollution law enforcement supervision and management authority, and achieved great success. The more complete ship anti-fouling management laws and regulations have been formed. The management work system has been perfected, the management tools have been continuously enhanced, anti-pollution law enforcement work has been deepened, and the supervision and management work has progressed steadily.
