多年来我们一直倡导和坚持市场就业的方针,并在很多方面取得了积极进展。但是,由于目前就业难的问题较为突出,因而出现了重新回到“政府主导型就业”老路上去的苗头或倾向。因此,把政府与市场的边界划定清楚很有必要,即在促进就业过程中,哪些事情应当发挥市场的作用,政府不能“越俎代庖”;哪些事情市场做不了,政府应当承担责任。加强劳动供需善的宏观调控对于我们这样一个人口大国来说,劳动力供给与需求保持绝对平衡是不大可能的,为此,寻求劳动力供给与需求之间的平衡点,就显得很重要。
