公安机关要加强和改进治安管理工作,必须正确处理“四个关系”。即正确处理基层基础工作与整个公安工作的关系,进一步加强和改革派出所工作;正确处理打击与防范的关系,进一步加强社会治安防控体系建设;正确处理管理与服务的关系,不断探索治安管理工作的新思路、新办法和新模式;正确处理业务与队伍的关系,大力加强公安队伍建设。
