一、实行党代表大会常任制的意义1、实行党代表大会代表常任制是对党的最高权力机关的具体落实。所谓党代表大会代表常任制,是指每次党的代表大会完成换届选举任务后,在党的委员会任期内每五年举行一次代表会议,行使党的代表大会职权。在这期间,党代表资格继续有效,不再重新选举。实行党代表常任制,是对同级党的最高权力机关的具体落实。党的代表大会按党章规定每五年举行一次,实行党代会代表大会常任制后,有利于改变目前实际存在的党的代表难以起到的“最高决策机关和最高监督
