第一条为澈底禁绝烟毒,保护人民健康,发展生产,特依据中央政务院严禁烟毒的精神,和本省首届各代会决议案及本省具体情况制定本办法。第二条本办法所称烟毒,系指鸦片、吗啡、海洛英、高根、红丸、料面、罂粟壳及其他化合质料之毒品。第三条县(市)人民政府,应指定有关机关,聘请社会各阶层热心公益人士,组设禁烟禁毒委员会,协助办理有关禁烟禁毒事宜,共组织章程另订之。第四条各级人民政府暨禁烟禁毒委员会应发动群众团体、机关、学校展开广泛深入的禁烟禁毒宣传,提高群众觉悟,认识烟毒的害处与政府施禁决心,达到自动禁绝之目的。第五条严禁种植鸦片,在春秋播种时期,应结合生产及改造二流子等工作,发动群众,深入检查,切实防范,偏僻地区更应格外重视,倘发现
Article 1 This law is formulated to completely ban the drug abuse, protect people’s health and develop production.
