对投资控制过去我们往往只注重项目的实施阶段。其实影响工程造价的高低,关键在决策阶段,这是建设项目成败的关键,也是实施阶段控制造价的基础。在决策阶段,投资方要组建开发项目的法人单位,真正承担起决策责任,设计单位要对设计产品负责,地方政府要承诺水库淹没处理,切实做好决策前的审查、评估。在实施阶段,政府部门、项目法人、设计单位、施工企业都应负起各自的责任。
In the past, we often focused only on the project implementation stage.
