职业福利早于国家福利产生,经历了初创、适度发展和全面发展三个阶段。观察这一过程可以发现,职业福利的发展路径受到政治、经济和社会环境等多方面因素的共同影响和制约,并最终表现为政府和企业博弈的结果。政府运用立法、财税和管制等手段干预企业的福利供给行为;企业综合衡量各种因素,决定职业福利的供给水平和规模。正确分析政府和企业在职业福利领域的行为策略,将有助于准确定位职业福利,促进职业福利与社会福利的协调发展。
Welfare benefits earlier than the national welfare, has experienced three stages: start-up, modest development and all-round development. Observing this process can find that the development path of occupational welfare is affected and restricted by many factors such as politics, economy and social environment, and ultimately results from the game between government and enterprises. The government intervenes in the supply of welfare services by means of legislation, fiscal and taxation and regulatory measures. Enterprises comprehensively measure various factors and determine the level and scale of supply of occupational welfare. Correctly analyzing the behavior tactics of government and enterprises in the field of occupational welfare will help to accurately locate occupational welfare and promote the coordinated development of occupational welfare and social welfare.
