组织部门在履行党管人才职能中应做好哪些工作?笔者认为——一是当好调研员,把组织部门打造成人才的“孵化器”。着眼全面发展,开展战略性调研,制定具有前瞻性、现实性和可操作性的中长期人才工作规划;着眼热点难点,开展对策性调研,围绕人才工作中的突出问题,摸透情况,分析原因,提出对策与措施;着眼总结典型,开展经验性调研,及时总结好的做法和经验,发挥典型示范作用,推动人才工作的全面发展;着眼关键环节,开展决策性调研,创新以能力建设为核心的人才培养机制、以能力和业绩为取向的人才评价和激励机制、以公开平等竞争择优为导向的选人用人机制、以市场配置为主导的人才流动机制。
