近年来,我国非税收入增长迅猛,已成为地方政府正常运转和促进社会经济各项事业发展的重要财源之一。但也面临无序膨胀、管理混乱、运行效率偏低等诸多问题。正税清费、建立科学的非税收入管理体系、规范收缴行为、推进收缴管理制度改革,对于增强财政宏观调控能力、进一步理顺政府分配秩序、从源头上制度上防治腐败,都具有十分重要的意义。
