改革机关事业单位工资制度。要建立和完善新制度,形成新机制,健全国家统一的职务与级别相结合的公务员工资制度。通过简化工资结构、增设级别、增强级别功能、完善工资调整办法等措施,进一步加强工资的激励作用。要适当向基层倾斜,加大低职务对应级别数,使低职务公务员能有较充分的晋升空间。要完善艰苦边远地区津贴制度,适当扩大实施范围,提高津贴标准,增加津贴类别,建立动态调整机制。
