为全面、客观评价国有林场改革试点工作成效,确保国有林场改革试点工作取得预期效果,根据国家关于国有林场改革试点的有关要求,制定本办法。一、评估验收对象承担国有林场改革试点任务的省级人民政府。二、评估验收依据(一)中共中央、国务院印发的《国有林场改革方案》。(二)国家发展改革委、国家林业局关于河北等七省国有林场试点实施方案的批复文件以及国有林场和国有林区改革工作小组与试点省人民政府签订的国有林场改革试点工作责任书。(三)《中央财政林业补助资金管理办法》(财农〔2014〕9号)三、评估验收原则(一)坚持实事求是,全面、客观地反映国有林场
