这里所说的学好文件,特指学好党的十六届六中全会通过的《决定》。在中周共产党的语汇中,“文件”一词所指很广。既有阐明理论和主张的宣言性质文件,又有具约束力的法规性质文件,此外,还有通报、资讯或参考性质文件等等。大约从1940年起,党内学习、学好文件一说日渐流行起来。中国共产党内几代党员都习惯于学习文件之风,上自高级干部下及普通战士(其中包括一些人只粗识几个字)。通过此举在党内、军内乃至人民大众中形成共同语言,从而达到普遍共识和统一行动。这种风气沿袭至今,少说已超过了60年。中国共产党为什么要有文件?因为党的工作是要依靠党组织的集体力量才能够实现的。依靠党员,依靠群众,要向干部并通过他们向党员和群众作宣传,发指示,使众多的人有正确的理解。据
