Promoting the Exploration and Practice of Grass-roots Consultation Practice is an Important Innovation Point and Development Path for Promoting Consultative Democracy and Extending Multi-layered Institutionalization Grassroots consultations have the characteristics of broad-based, policy-oriented and rich in connotation. While promoting the extensive and multi-institutionalized development of consultative democracy, It has played a fundamental and innovative role in the practice of building a consultative democratic system with a reasonable procedure and complete links. First, pushing forward the broad multi-layered institutionalization of consultative democracy, enriching the forms of democracy, expanding democratic channels and deepening democratic connotations. Second, grassroots consultation is at the basic position in the framework of deliberative democracy and is an important link in the realization of state and social governance. Third, we must strengthen the unified leadership and co-ordination of the Chinese Communist Party in pushing forward the broad multi-layered institutionalization of consultative democracy.
