为扩大内需和优化信贷资产结构,从1998年以来人民银行出台了18项主要政策,大大推进了消费信贷业务的发展。各商业银行也相继推出个人住房、汽车、教育、旅游、装修、大额耐用消费品的消费信贷产品。到2001年10月,我国消费信贷总额为6464亿元,比1997年增加了6292亿元,消费信贷占各项贷款的比例由不足0.3%上升到近6%。根据西方发达国家的经验,消费信贷在整个信贷资金中的比重一般为20%~40%,我国远未启动消费需求的杠杆,有诸多因素阻碍了它的发展
