三峡水利枢纽工程是古今中外史无前例的创举,是我国社会主义建设的大卫星,有很多科学技术项目都是超世界水平的,它的巨大综合利用效益,也是古今中外史无前例的。中国人民自从有了水力发电的知识后,就盼望其能早日实现;解放前,美帝曾妄想插手,派遣了所谓水电专家来华;国民党反动派也极力鼓吹,设立了专管机构,但这始终是梦想。解放后1954年正式开始了这一工作,距今不过短短的五年,就已经通过规划论证完成了初步设计要点报告,即将进入初步设计和施工准备阶段;根据文件(指初设要点报告下同)的安排,最多不超过十年,就可以全部实现。这是新中国开国十年来振奋人心的又一事例。这种前人所没有做过的大事情,只有在伟大的中国共产党和毛主席的英明领导下,在苏联的无私援助下,才能实现。也使人更深刻体会到科学技术和工程建设,必须依靠党的领导
