For a long time, providing universal service to rural areas is an important reason for the loss of China’s postal service. In order to reduce losses, China Post extended its service to rural households in the form of commissars and commissions, and worked hard to ensure the postal communications needs of rural residents. However, it is difficult to maintain the long-term viability of commissar only by the help of the postal administration. The management requirement of building up a blank township postal administration will, in turn, increase the burden on the postal potential loss.
