“以实战为导向”的培训模式是西方发达国家一直沿用的警察训练模式,也是当今世界各国警察训练的发展趋势。该模式和我国传统的教育训练的不同之处在于,它是依据警务活动中可能遇到的事件或问题来设立训练课题、组织和展开教学训练的。在国内因上海警方最早尝试,又被称为“上海模式”。但是,该训练模式还处于起步阶段,其运行中存在着认识误区、全面推广难、选聘教官难、防范人才流失难等问题。
