十余年的探索与实践使我们深刻认识到:科学制定、实施和评审学校发展规划是实现学校发展的重要途径和手段,学校发展规划为转变管理思想、凝聚各方共识、分析诊断学校存在问题、实现学校可持续发展提供了一个有效的平台。学校规划的制定和实施,一定要与时俱进,一定要关注学校的内涵发展。学校的内涵发展就是提升学校的软实力、核心竞争力,是对学校内在实力、有效质量和创新发展的追求。在落实区域教育规划时,我们将坚持两手抓:一手抓当前,一手抓长远。坚持科学发展观,坚持与区域经济、文化发展相联系,坚持以人为本。对教育局来说,以人为本就是要以学生发展为本,以教师发展为本,以校长发展为本。我们要努力关注每一位教师,全面提升教师的素质,努力关注每一所学校,鼓励每一所学校尽可能办学有特色、教师有骨干、教研有引领、教学有成果,努力办好人民满意的教育。
