教与学的有效与否,关键看“学”的一方是否有主动的求知热情、是否能掌握科学的学习方法、是否能形成将已知求解未知的技能,这是教学有效性的核心所在。由此迁移到公文写作教学的是否有效,就要从学员对公文写作与处理能力的发展程度上来考察。本文以党校公文写作与处理的教学实践为基础,对教学中存在的问题进行剖析,并尝试从教学观念的转化、教学内容的选择、教学方法的设计等方面提出一些反思和探究,以期对公文写作的有效教学有所启示。
