从1986年7月起,我国进行着“复关”和“入世”的艰苦努力。如果谈判顺利,中国将在今年年底加入这个在国际贸易中占有重要地位的“经济联合国”一世界贸易组织。入世,将进一步促进我国的出口贸易和对外开放,同时也将要求我们相应地、分阶段地开放国内市场,其中包括政府采购市场。研究各国政府采购状况,了解其在世界贸易组织中的地位及其规范,是我国政府和企业的当务之急。
Since July 1986, China has carried out painstaking efforts of “re-closing” and “joining the WTO.” If the negotiation is smooth, China will join the “United Nations of Economic and Trade” World Trade Organization which occupies an important position in international trade by the end of this year. The accession to the WTO will further promote China’s export trade and opening up to the outside world. At the same time, it will also require us to correspondingly open the domestic market in phases, including the government procurement market. Studying the state of government procurement in various countries and understanding its status and norms in the World Trade Organization is a top priority for our government and enterprises.
