玉溪位于昆明以南约88公里,是民族音乐家聂耳的故乡,生态环境和自然禀赋良好,但是近些年来,玉溪独特的生态环境资源“三湖一海”(指抚仙湖、星云湖、杞麓湖、阳宗海)的水质出现明显下降,水资源短缺等问题不断加剧,经济发展与资源环境的矛盾日益突出。为此,玉溪市委市政府于2003年提出了“生态立市”的发展战略,积极探索和寻求新的发展模式;十七大明确提出了建设生态文明的要求后,玉溪确立了建设生态市和生态城市的发展目标,生态文明建设在玉溪全面展开。
Located about 88 km south of Kunming, Yuxi is the hometown of national musician Nie Er, enjoying good ecological environment and natural endowments. However, in recent years, Yuxi has a unique ecological environment resource of “Three Lakes and One Sea” (referring to Fuxian Lake, Xingyun Lake, Qilu Lake and Yangzonghai Sea), the water quality has been obviously decreased, the water shortage and other issues have been aggravated. The contradiction between economic development and resources and environment has become increasingly prominent. To this end, Yuxi municipal government put forward in 2003, “eco-city” development strategy, and actively explore and seek new modes of development; 17 National Congress clearly set the requirements of building ecological civilization, Yuxi established the construction of ecological City and eco-city development goals, ecological civilization in full swing in Yuxi.
