党的八屆八中全会关于“反右倾、鼓干劲,厉行增产节約”的指示,进一步鼓起了我院同志的生产热情。在大干八、九月,迎接建国十周年的活动中,同志們信心百倍,意气风发,精神振奋,斗志昂揚,掀起了科与科、組与組、个人与个人間的相互學习、共同跃进的友誼竞賽,从而生产指标一跃再跃,出現了一个新的跃进形势。为了提前完成今年的設計任务,并为明年大跃进作好准备,我院全体同志又在人民日报社論:“力爭提前十五天完成今年工业生产計划”的鼓舞下、沸騰起来。10月12日,我院全体同志又举行了跃进誓师大会,提出了奋战四季度的計划与保証,以创造更新更大的成績,向60年元旦献礼。大会一致通过五項倡議,願与各兄弟設計单位开展一次更为热烈的友誼竞賽。
