电力系统是由发电、输电、变电、配电和用电组成的一个整体。用户是电力系统的重要组成部分。电网的安全运行和供电质量直接影响到用户的安全用电,用户设备的安全运行也会直接影响到电网的安全。目前,在北京电网中部分电力用户的电气设备存在着运行年限长、设备陈旧,设备的技术参数不满足电网发展的要求,高损耗的设备仍在使用,大量的充油设备运行不符合防火和环保要求等问题,与北京电网要建成现代化电网很不匹配。为保证电网整体的安全运行,电力用户的电气设备必须与电网的建设和改造同步实施改造,以适应电网的发展,确保电网的安全运行。
The power system is a whole consisting of power generation, transmission, substation, distribution and electricity use. Users are an important part of the power system. The safe operation of the power grid and the quality of the power supply directly affect the user’s safe use of electricity. The safe operation of the user’s equipment will also directly affect the safety of the power grid. At present, the electric equipment of some electric power users in the Beijing power grid has a long operating life and the equipment is outdated. The technical parameters of the equipment do not meet the requirements of the development of the power grid. High-loss equipment is still in use, and a large number of oil-filled equipments do not meet fire prevention requirements. The environmental protection requirements and other issues are not in line with Beijing Power Grid’s need to build a modern power grid. In order to ensure the safe operation of the power grid as a whole, the electrical equipment of the power users must be synchronized with the construction and transformation of the power grid to adapt to the development of the power grid and ensure the safe operation of the power grid.
